Abstract
In the discussion of this subject it should be borne in mind that each European country was vitally interested in the affairs of the rest of Europe. France and Spain were united by the Family Compact as both were ruled by the Bourbon dynasty. England, through her insularity, had risen to unparalleled heights. This was an era of mercantilism and colonization, and it was only a question of force and time to determine which nation should rule supreme. To prevent this, a policy was introduced into international relations, "the balance of power". To bring this about, a country would unite with another or group of countries to curb the activities of that country which seemed to be destroying the balance of power. This was the political philosophy of Europe prior to the American Revolution.
