Abstract

The social problem of undesirable aliens started with the great influx of immigrants which began as far back as 1830. At that time the care of paupers and criminals was one of the greatest problems confronting our immigration officials. This problem however was not so serious as it seems because, as soon as a foreign pauper was seized he was put in the poor house, which served also as a jail, and he stayed there until the state was able to deport him.
