Abstract
Vocational Guidance is defined by the National Vocational Guidance Association as "The Giving of information, experience, and advice in regard to choosing an occupation, preparing for it, entering it, and progressing in it." In following the development of vocational guidance in the U.S. from its earliest beginnings to the present time we find leaders of industry and education interested in it. This study is an effort to find through the history of this development whether industry or education may be considered. the legitimate agency through which this movement might be expeoted to find its most successful leadership in Milwaukee.
