Abstract
A war period necessarily forces the consideration of many important problems. The greatest of these might well be called "the financial difficulty." Seemingly there are greater and graver situations but upon contemplating them, we are forced to acknowledge that it is the financial problem which carries on or closes a war. This difficulty affects not only the fighting forces but the general populous as well.
