Abstract
In the extreme western part of South America, half way between the Gulf of Panama and Cape Horn, is a strip of land comprising an area of approximately 9,000 square miles. The Sama river, which rises in the Andes mountains and flows into the Pacific ocean, forms the northern boundary; the Camarones river, whose mouth is at south latitude 19° 11', furnishes the southern; a line drawn thru the Andes cordillera, separating the territory from Bolivia, the eastern; and the Pacific ocean the western. This small, but as will be shown significant, portion of land, is known as Tacna-Arica. It originally formed a part of Peruvian territory, but since the year 1883 the right of ownership has been bitterly con tested between the countries of Chile and Peru.
