Abstract
Blackwell (1966) has indicated that the higher education administrative officers in the United States, under the leadership of their president, perform their duties and responsibilities within four principal areas of administration, i.e., academic, student personnel services, business, and public relations. Ayers and Russel (1962) referred to the Internal organizational structure of the higher educational institution as comprising four major areas of general administration, i.e., academic affairs, student services, business affairs, and development and public relations.
