Abstract
The general nature of any educational program is based upon the philosophy of those who support it. School finance reflects in a practical way the principles and ideals of a school district and is a good indication of the quality of the educational program that it is designed to support. A good budget should involve careful consideration for the educational needs of the school community and its preparation and management offer progressive leadership an opportunity to contribute to the public welfare.
