Abstract
In December 1870 in the midst of the Franco-Prussian War, there occurred an "incident" between British trading vessels and Prussian military forces which in other times and under other circumstances would probably have escalated into war. When the Don Pacifico incident is recalled, one would wonder what happened to the British mind to change its attitude toward such events. The answer is perhaps found in the greatness and genius of the German Chancellor, Otto von Bismark.
