Abstract
"'Let no one imagine that America will escape, that America may expect mercy, that this Western Hemisphere will not be attacked." These prophetic words spoken by President Franklin Delano Roosevelt after the beginning of the "Chinese incident" in 1937 awakened little popular response in the hearts of his countrymen. America during the 1930's had but one absorbing preoccupation - to emerge from the most devastating depression this nation had ever experienced. Years of overwhelming domestic problems had dimmed America's world-wide vision and made many insensible to the fatal disaster that was soon to engulf the entire civilized world.
