Abstract

The United States as well as the Soviet Union have a grave responsibility for the two Koreas existing today. When Korean independence was promised at Cairo by Roosevelt, Churchill and Chiang, many Koreans believed that they were the saviours of Koreans. But this pledge was deformed and crippled. From the American point of view, the Korean problem would never have occurred if the Soviet Union had not had an aspiration to establish her sphere of influence over the Asian continent. Certainly at Cairo, Roosevelt did not envision that his nation would be compelled to fight to save Korea. However, the division of Korea was not a creation of the American military strategy planners. It had a significant historical precedent long before it was given by the United States.
