Abstract
Education has evolved and changed over the decades and centuries. At times it appears the public loses sight of the important role that schools play in our society. It is not only in the home, but, in the schools where societies' traditions, knowledge, and values are presented, nurtured and refined. Recently, the public seems to have a greater concern for what is happening in our schools and has been demanding that educators be accountable for their performance to the public which they serve. It was the 1983 study "A Nation at Risk: The Imperative For Educational Reform" that woke the public and the educational world, with comparisons of U.S. students and those of other industrialized nations. International comparisons of student achievement revealed that on nineteen academic tests American students were never first or second in comparison with other industrialized nations, but, were last seven times. The demand for accountability in education has led to many forms of evaluation of the students, teachers, and administrators.
