Abstract
"I find that the health conditions among the Indians are deplorable." Thus wrote the Commissioner of Indian Affairs, Cato Sells, in 1913. His obvious dismay and concern for the welfare of the Indian were typical expressions of his time. Though severely criticized for falling short of its goal, the Bureau of Indian Affairs, and the Indian Medical Service in particular, sincerely strove to alleviate the health problems and improve the condition of the Indian. Medical aid to the Indians was as old as Indian-white relations, but it was in 1873 that the first organized effort was made to deal with the health of the Indians.
