Abstract

At the close of World War I it was decided that the former colonies of Germany would be administered by the victorious nations as mandates of the League of Nations. The mandate over the sultanates of Ruanda and Urundi was given to Belgium on July 20,1922 and formally accepted by Belgium on October 20, 1924. In August of 1925 the Belgian government enacted a law providing for the administrative union of Ruanda-Urundi and the Belgian Congo. The Belgian representative to the Permanent Mandates Commission, requesting approval of that action by the League of Nations, said, "Ruanda-Urundi will take its place on a footing of the most complete equality side by side with the four Congo provinces and will enjoy all the benefits of the large measure of decentralization possessed by those provinces."
