Abstract
Diplomacy is the dramatic presentation of a crisis. It is written in treaties, delivered in ambiguous phrases, and portrayed in alliances. Its stars are nations. Its casting agents are those men who direct each nation's foreign policy to its best advantage. Its stage is the world. Its audiences are the millions who inhabit the earth. Its critic is History. This dramatic presentation is a series of plots and counter lots wherein characters change according to the scenes of situation and circumstance.
