Abstract

The Milwaukee County Department of Public Welfare is seeking welfare workers with a higher degree of proficiency based on increased educational requirements. Since the emphasis of welfare has changed from that of merely aiding those in need of material help to servicing the emotional, financial, and health needs as well, it is imperative that highly skilled and professionally trained personnel be secured for welfare worker positions. It is, therefore, necessary to investigate the theory that increased educational attainment will result in welfare workers with a higher degree of proficiency.
