Abstract
Divine Providence seemed to nod approval to the educational ideas of Monsignor Francis W. Howard when in 1923 the Columbus priest was consecrated Bishop of the diocese of Covington, Kentucky". At least we can say that Bishop Howard was placed in a position of authority where he was given the opportunity of putting his ideas of education into practice. Those ideas, considered from the twentieth century American point of view, were revolutionary, but in reality they were in harmony with the traditional educational policy of the Catholic Church. Bishop Howard along with other noted educators was keenly aware of the fact that something was wrong with American education. As a Bishop he felt the serious responsibility of caring for the educational needs of the youth in his diocese.
