Abstract
The specific problem that will be investigated herein is the problem of judging tenders to sell when purchasing bonds or debentures for sinking fund purposes when the tender price is below redemption price, but above the going market price on similar quality issues. This problem becomes increasingly more evident in eras of high interest · rates which seems to describe the level of present day and foreseeable future interest rates in the opinion of many financial experts. The questions uppermost in their minds seem to be to what heights interest rates will climb and what length of time they will remain at such levels .
