Abstract
With the education in the least restrictive environment mandate provided in 1975 by PL-94-142 and its revisions, educators were forced to provide services for severely and profoundly retarded students. In years past, these students would have remained institutionalized without an opportunity to receive a free, appropriate public education. The Wyatt vs. Stickey case (1972) helped pave the way for PL-94-142. This landmark case related that children with handicaps who are committed to state institutions must be provided a meaningful education in that setting, or their incarceration is considered unlawful detention.
The admittance of severely and profoundly retarded students to the nation's public schools brought many challenges for those involved in providing services to these exceptional students. In contrast with traditional regular classroom curriculum goals related to competencies in the familiar "3 'R's," curriculum goals for the severely and profoundly retarded have focused on self-help and developmental skills (i.e., life skills training). Perhaps one of the most challenging and frustrating responsibilities for educators, since 1975, has been the treatment and prevention of self-injurious behaviors (SIBS).
