Abstract

One of the goals of schools is to meet the learning needs of all school age children. Such an undertaking has led to the development of programs which could meet the needs of those who could not learn in traditional educational settings. The onset of a long history of special education programming had it's beginnings somewhere in the late 1960's and continues today.
