Abstract
Universal public education is the foundation upon which democracy is built. In an autocracy or in a society organized upon the basis of a. ruling class. education may be reserved for the few, but in a democracy the welfare of every member of the group depends upon the intelligence of each. Free schools for the education or all of the members of a democratic society are quite as fundamental to the continuance and development of democracy as is the idea or universal suffrage or of equality before the law.
