Abstract
The handing out of political offices to party adherents by a president of the United States has brought about difficulties in the administration of every president. During the term of President Jackson, the spoils system was particularly rampant, and soon clear- thinking people and reformers demanded a change in this system. A Civil Service League was formed and widely publicized.
