Abstract
I have endeavored in writing this thesis to keep in view the needs of the students of Marquette University. I have omitted details and facts of history due to the fact that they belong to the historical rather than the constitutional development of English history. I have also tried to keep this selection to a period which is relatively short in the constitutional history of England namely the Anglo Saxon period and the Anglo Norman period until the rise of the barons in the latter part of the twelfth century.
The chapters are concerned with the institutions of general government before any tendency towards change began to appear. That is the changes that began to appear in the second half of the twelfth century. That the decisive changes which occurred before the Magna Carta were not in the direction of a limited but a more powerful monarchy. The character and results of the Magna Carta I leave for other English history students to finish and leave behind for future students of the University of Marquette.
