Abstract
After the Industrial Revolution conditions arose in towns and cities which called for legislation to stop further conditions like them. This was bad housing. Laws were passed which restricted housing and called for better conditions in houses already built. Further restriction on housing came through city, town, regional planning and zoning. Just how this came about is taken up in detail in the thesis.
