Abstract
Democracy may be defined as the collective action of the whole body of citizens to advance the general welfare. In order to secure this cooperative activity, it is necessary to motivate the individuals so that they will work in cooperation for the common good. This mass organization, however, should not lose sight of the individual who should be given the opportunity to work out his own ends in the community.
