Abstract
The purpose of this thesis is to make a study of lobbying and lobbyists at the Wisconsin state legislature, especially in regard to the publicity angle. Is newspaper training an advantage to the lobbyist? How does the lobbyist go about his work? How does he secure publicity for hie bills? How does he create sentiment for or against a piece of legislation?
This is a field which has been sadly neglected by writers, although it offers a splendid opportunity for research. The purpose of the writer has not been to criticize or to laud. but to present a few of the fasts from a purely objective standpoint.
