Abstract
During the past decade the improvement of our primary or trunk line highways and the streets of our business as well as the principal residence streets of our towns and cities has gone forward at a rapid pace. For the most part these improvements have consisted of high-type, costly pavements which have in some cases placed excessive burdens on our public treasuries and the tax-payers who are assessed for them.
