Abstract

This study was scheduled to have been completed in three years - June 1966 - 1969, Due to the urgency of the situation and the present crisis within urban centers, it has become necessary to release what is known after 18 months of study. This report, therefore, takes into consideration possible errors that may arise due to the lack of opportunity to cross-check the materials presented. For the most part, we have presented the facts as accurately as they appear to us through the numerous ways by which the information was collected.
