Abstract
Sixteen years have passed since Congress enacted the Higher Education Act of 1965. That legislation and the Elementary and Secondary Education Act of the same year reflected the spirit, vision, and ideals of one of the most dramatic and tumultuous periods of American life. The objective of this dissertation is to examine one program that was launched during the Sixties and to discuss its evolution and its outcomes. Finally, the dissertation emphasizes the application of principles, both social and Christian, within the context of a University community dedicated to rigor and scholarship, and the tensions resulting from attempts to reconcile the notions of equality and quality.
