Abstract
The care and treatment of the mentally retarded has been a topic of controversy and concern for thousands of years (Kurtz, 1977). The quality of treatment afforded the retarded person has varied over the years with society's attitudes towards retardation. When the retarded were considered as an unbearable burden on society, they were killed. When the retarded were considered as eternal children, they were treated as children. When retardation was seen as an illness, the retarded were treated as patients with a medical type of condition and were cared for in institutions and hospitals (Wolfensberger, 1972)...
