Abstract
Enactment by the Federal Government of Title VII of the Civil Rights Act of 1964, emphasizing anti-discrimination on the basis of race, color, religion, sex or national origin, and subsequent specification of guidelines on employment selection procedures by the Equal Employment Opportunity Commission (EEOC ) have altered hiring priorities in American business and industry (Code of Federal Regulations, 1970). The impact of this legislation on the hiring of engineers is evident in industries' stepped-up recruiting and affirmative action programs for minority engineering talent. However, despite these government regulations, and the efforts of American business and industry, the fact remains that a disproportionately small number of minorities currently occupy engineering positions.
