Abstract
This multiple case study investigated the principals' perception of site-based management in the Milwaukee Public School System. The principals who have served in the 10 schools that were designated site-based in 1987 were studied, and information was gathered through a questionnaire and a comprehensive interview with each participant in the study. The focus of the study was to address the issue of whether the site-based management governance model as used in the Milwaukee Public Schools has influenced student academic performance. The study also investigated the leadership role the principals perceive they play in the site-based management governance model. An examination of the case studies may lead to a better understanding of the issues facing a principal in a site-based managed school and offer direction for the support needed to help foster the teamwork and empowerment site-based management seeks to create.
