Abstract
Is the movement toward competency-based educational testing another exercise in educational jargon, or is this concept soundly derived from a systematic, scientific approach to the improvement of the existing educational setting? The terms, "accountability," "assessment," and "behavioral objectives," have infiltrated the curriculum of t he 196os. Is competency-based education merely an updating of such references to assess student performance in the 1970s?
