Abstract
Introduction - a new idea should never be a finalized product. It should be an exciting, worthwhile challenge continually demanding man's creative energies to build it and make it grow. If educational change is to be wise and oriented toward the future, schools will need make certain provisions which have not existed heretofore. Each school system should have a planned organization for effecting change. Those responsibilities for its policies may be drawn from the existing staff or they may be individuals specially employed for the purpose. School systems can no longer afford the luxury of having educational change l handed to them or foisted upon them by outside groups.
