Abstract

In her keynote address at the Wingspread Conference in December 1985, Madeleine Will stated,

At the heart of the special education approach is the presumption that students with learning problems cannot be effectively taught in regular education programs even with a variety of support. Students need to be "pulled out" into special settings where they can receive remedial services. Although well-intentioned, this so called "pull-out" approach to the educational difficulties of students with learning problems has f ailed in many instances to meet the educational needs of these students and has created, however unwittingly, barriers to their successful education.

This statement may not have been the first attack or criticism against the pull-out method of educating exceptional education students, but it presented a new concept to the field of education: The Regular Education Initiative.
