Abstract
Monday, 20 July, 1914, dawned cloudy over the Gulf of Finland. The overcast brought heavy showers, but these were soon broken up by a stiff breeze which allowed intermittent shafts of sunlight to pierce the clouds . Through those rays of light appeared the warship France bearing the President of the French Republic on his state visit to Russia. In such picturesque language does Maurice Paleologue, French Ambassador to the Russian Court, describe the arrival of Raymond Poincare to the Russian Capital.
