Abstract
A forward-seeing people has found it necessary to offer free public education for all up into their teens. The complex nature of human society today, especially a democratic society, demands the maintenance of an enlightened people. Personal responsibility to group interests has required more than an elementary school education. The American people have recognized this; and, with their solicitous attention for the general welfare of the country, have seen fit to establish free public secondary education. The American Association of School Administrators points out three basic reasons for this extension of educational opportunity:
Firstly, a democracy demands an educated electorate, so that citizens can vote with informed minds rather than on the basis of emotion on the controversial issues that confront them. Also, school attendance allows some persons to ascend the social and cultural scales in their communities. Finally, it promotes vocational and economic efficiency and serves as a gateway to personal and social development.
We might say, then, that our public educational system and its peculiarities flow from the very nature of our democratic way of life.
