Abstract
One may ask what place does a man as Hugo Grotius have in international law. It is true international law was new in the sixteenth century and since then great progress has been made in this field. International law as Hugo Grotius formulated it was embryonic. The scholar, philosopher, stateman, historian, and jurist was the first to receive full credit as the father of international law. "Some persons have not scrupled to say, that no case or international law, either in war or in peace, can be stated, to which the work of Grotius does not contain an applicable rule".
