Abstract

In the war against Napoleon I virtually every nation in Europe played some part. When King Louis XVIII returned to the throne of his ancestors in the Spring of that year there were few disinterested parties, foreign or domestic, to give an objective opinion of what he considered the nineteenth year of his reign. Of all western nations perhaps the most removed from the melee of European affairs was the young United States of America. While removed in geography by an ocean, even it was not without interests in French affairs. The government of the young country was trying to gain respect for its rights as a sovereign nation. Those rights had been violated by Imperial France and England. Both nations had ravaged American ships and sailors as part of their war against each other. The United States did not allow itself to become directly involved in the Napoleonic wars, but it did, finally, go to war with England, the leader o f the coalition against France. It was this war, indirectly related to the one on the continent, that was the paramount issue in American foreign policy at the time of Louis XVIII's return to France in 1814.
