Abstract

The educational development of the practical sciences in the United States was greatly affected by an act which was passed on July 2, 1862. This was done largely through the persistent efforts of Representative Justin Smith Morrill of Vermont and, therefore, is commonly referred to as the Morrill Act of 1862. Under it any state or territory "which may provide colleges for the benefit of agriculture and the mechanic arts" was entitled to a grant from the public domain of 30,000 acres for each of its senators and representatives in Congress under the census of 1860, provided it accepted the conditions of the act.
