Abstract
"We have the best educated people teaching at the higher levels when, in reality, the elementary school teacher is the most important person in the educational process. We have counselors in junior and senior high schools, when in reality potential dropouts can be identified in first grade. We spend countless dollars on remedial work in the upper grades when the damage could be corrected in elementary school if funds were available and trained personnel were present."
