Abstract

It has long been recognized that there is a need for extending to all children a comprehensive educational program, efficiently and economically operated, and with the costs of such a program fairly distributed. As an important step toward the solution of this problem a great deal of research has been conducted on the advantages, methods, and results of reorganizing· school districts. The amount of research during the past six years leads Cooper (11) to suggest that some of the findings be applied and more action be taken on the research already accumulated. Little use has been made of this research in South Dakota to date where there are approximately 3,400 districts in existence.
