Abstract

The day of informal education and one-room schools has evolved into school systems with many rooms and many grade levels. At the turn of the century, schools began to consolidate and incorporate and eventually the schools became the largest public institution, involving more people directly and indirectly than any other single business in the United States. With the changing times, climate and attitudes came immense problems. The following paper on School-Based Management is neither a solution to the frustrations and problems, nor a suggestion that we have attempted to solve all hurdles and obstacles. The pages that follow only indicate that some possible solutions have been attained and some systems are experiencing a level of achievement through School-Based Management plans. All problems have not been solved, nor do I profess that this is the ultimate solution for all schools and all school systems.
