Abstract

This paper is a critical survey of community value measurement techniques currently in use tor transportation planning. Some of the most frequently used approaches are discussed followed by constructive criticism of the techniques. Both analytic and statistical techniques are discussed. The Milwaukee Stadium Freeway problem is discussed as a case study. The need for community participation is stressed. Recommendation for improving the techniques and further research are made.
