Abstract
The need for speech programs in elementary schools has become greater as our school population has grown. Such programs have been inaugurated in many areas of the United States. This thesis will present the speech program carried out in the archdiocese of Milwaukee. Begun in 1957, it was limited to the improving of speech in the Primary grades. This thesis will attempt to show with some degree of validity the progress made during the school year 1957-1958 and the development of the program through the school year 1959-1960.
