Abstract
Theoretically the Manual of Uniform Traffic Control Devices (MUTCD) addresses warranting of traffic control signals at intersections that exhibit characteristics of high peaking, such as a factory exit or sports stadium with warrant #9, Four Hour Volumes, warrant #10, Peak Hour Delay and warrant #11, Peak Hour Volume. However, as most practicing traffic engineers are aware, the majority, if not all, of these intersections are warranted by warrants #1 - #9 and/or #11. This is due to the extremely high threshold values that must be obtained in order to meet warrant #10. The research introduced in this thesis presents an argument to modify the existing threshold values for warrant #10, Peak Hour Delay, in order to make it more realistic and useful.
