Abstract
Based on data collected under prevailing conditions in the City of Milwaukee, the base Saturation Flow Rate at CENTRAL BUSINESS DISTRICT, URBAN and SUBURBAN intersections was found to be higher than the default value suggested by Highway Capacity Manual 1985. Prevailing conditions include traffic characteristics, geometric factors, operating conditions, and environmental conditions. When traffic models are used, such difference can result in different Levels of Service and capacity values. The study recommended that the Saturation Flow Rate be closer to the base adjusted default value suggested by Highway Capacity Manual 1994.
