Abstract
This study proposes to discuss housing conditions in Milwaukee immediately preceding the year 1918, and to give the main features of the Jennings Housing Law as put into actual operations in the Garden Homes Project in Milwaukee. The description of the homes and their physical construction is treated by my collaborator. It is the purpose of this essay to set forth the work done by those in executive charge of the undertaking, together with the plan of capitalization outlined and executed by t hem up to the present time.
