Abstract
The purpose of this paper is to describe with as much accuracy and detail as possible the organization and working methods of a city circulation department to deliver a home newspaper in a city of 500,000 population or more. Maintaining a strong circulation figure is essential to the well-being of a newspaper. A strong circulation figure is achieved only by an efficient circulation department that is backed by an editorial policy in which the readers have faith.
