Abstract
The present international mandates system, in the first months after its inception at the Paris Peace Conference, has been derided by many a student of international affairs. It has been referred to as "an annexation in disguise," "an international 'fox-fix,' meaningless and inapplicable, "another imperialistic maneuver" and many other well-intended expressions of humanitarian disgust.
