Abstract
Our schools are not essentially for creating intelligence. They are more in the manner of a selective agency. The school selects those that are capable. Thus the educational system does not create capacity, it merely or largely selects men of capacity, and chooses those for a higher educational preferment who are adapted to its character. In this respect the school is a selective agent, acting in the manner of a huge sifting machine.
